Threat assessment experts to keynote national school safety leadership summit

Secret Service representatives will discuss proactive approaches to school violence prevention and intervention

Two experts from the U.S. Secret Service National Threat Assessment Center (NTAC) will help school safety leaders find ways to enhance behavioral threat assessment and management programs during a national summit in Florida in January. The National Association of School Resource Officers and Florida Association of School Resource Officers will host the event titled, “Partners in Protection: Leadership Strategies for School Safety,” January 8-10, 2026, in Orlando.

NTAC Assistant Chief Steven Driscoll and education program specialist Dr. Kelsey Morris will present “Aligning Behavioral Threat Assessment and Management with a Multi-Tiered System of Support: Building a Continuum of Prevention and Intervention.” The presentation will include a case study of a young student attacker to demonstrate the importance of a united approach for proactive support.

Partners in Protection: Leadership Strategies for School Safety is designed to help school administrators, law enforcement leaders and other school safety professionals develop knowledge they need to successfully lead school safety and school resource officer programs. In addition to the NTAC session described above, presentations will include:

  • “Turning Pain into Purpose - A Father’s Journey to Make Schools Safer After the Parkland School Shooting,” by Max Schachter, who tragically lost his 14-year-old son Alex in the 2018 Parkland, Florida school shooting. Schachter will focus on preventing future school shootings by highlighting the critical failures that occurred before, during and after the Parkland tragedy.
  • “Working Together to Advance Child Safety,” by Belinda B. Swan, outreach manager at the National Center for Missing and Exploited Children (NCMEC). Swan will discuss how NCMEC worked with NASRO to create a model for sharing resources, educational opportunities and real-time feedback, including the creation of an impactful sextortion resource widely used in schools across the country.
  • “Virtual Pairing in Radicalized Communities: Decoding Digital Leakage to Prevent Tragedy,” by Steven MacDonald, director of training and development at Safer Schools Together. MacDonald will explore the connection between online radicalized communities and violent behavior, highlighting key patterns, warning signs and digital leakage.

Partners in Protection: Leadership Strategies for School Safety will be conducted at the Rosen Shingle Creek Hotel and Conference Center, 9939 Universal Blvd., Orlando. More information, including online registration is available on the National Association of School Resource Officers website.
