NASRO checklist helps officers investigate school threats: Police1

Published Monday, September 8, 2025

The “Preliminary Law Enforcement Investigation Checklist: Threat of School Violence,” developed by NASRO with funding from the U.S. Department of Justice’s Office of Community Oriented Policing Services, helps officers ask the right questions and document decisions during fast-moving school threat investigations, according to a report by Police1 magazine.

During NASRO's 2025 National School Safety Conference, expert speaker Michele Gay demonstrated to attendees how to use the checklist to begin by assessing the overall situation, then move to imminent safety (means, opportunity, motive, intent), and determine recommended actions. Attendees emphasized making the checklist a standard field tool for SROs and patrol, the magazine reports.

Police1 also covered how the Averted School Violence database can help agencies and schools understand ways to intervene before violence occurs.
